Etobicoke's condominium buildings fall into two groups that have almost nothing in common mechanically, and knowing which one a building belongs to tells you most of what its plumbing is going to need.
Mill Road, Markland Wood, the Kipling and Islington corridors: concrete slab towers, hydronic heating and cooling through in-suite fan coils, and original copper and steel risers now past fifty years old. This is where capital work lives. Leaks begin repeating on the same stack, fan coils reach the end of their service life at the same time as the risers feeding them, and the gate valves have been sitting untouched since commissioning. Doing the riser and the fan coil in one shutdown, as we did at 299 Mill Road, is substantially cheaper than doing them as two projects five years apart.
The waterfront towers and the Islington City Centre buildings are a different proposition. Their pipe is not the problem yet. What comes up instead is pressure reducing valve stations serving multiple zones in tall buildings, in-suite pipe from the Kitec era needing identification and removal, and kitchen stacks that were never put on a cleaning schedule and are restricted with grease well before anyone expected it.
Valve audits. A new building's valves seize just as thoroughly as an old one's if nobody turns them, and the cost of finding that out during an emergency is the same in either.

Yes. Etobicoke was amalgamated into the City of Toronto on 1 January 1998, so Toronto Water is the utility, permits come from the City of Toronto, and the City's backflow prevention testing requirements apply the same way they do anywhere else in the city. For a board, the practical effect is that compliance paperwork and the programmes behind it are identical to a downtown corporation's.
A fan coil is the unit inside the suite that heats and cools it, fed by the building's heating and cooling risers. It comes up alongside riser replacement because the two share the same shutdown and the same opened wall: once the riser is exposed and the water is off on that stack, replacing a fan coil that is at the end of its life costs a fraction of what it costs to come back and do it as a separate project later. That is how we scoped 299 Mill Road, and it is usually the right call when both systems are of the same vintage.
They are mostly 1970s construction, which puts the original risers, valves and fan coils past fifty years. At that age the failure pattern changes: leaks start repeating on the same stack rather than appearing at random, and isolation valves that have never been turned no longer close when somebody needs them to. Those two things together are what turn a one-suite repair into a building-wide shutdown, which is why we push valve audits in this stock even ahead of the riser conversation.
Different age, different problems. Pipe age is not the issue in buildings finished in the last twenty years, but tall waterfront towers run multiple pressure zones, so pressure reducing valve stations matter more and drift in one is felt across a whole zone. Kitchen stacks are the other recurring item: a building that has never had its stacks on a cleaning schedule will have grease restriction regardless of how new it is, and the first sign is usually a backup in a lower-floor suite.
Yes, and that is how 299 Mill Road was done. Work is phased stack by stack, so water is off on a small group of suites on their scheduled day while the rest of the building carries on. Residents stay in their homes for the whole programme. Each suite gets written notice with a date and a window, the new pipe is pressure tested before anything is closed, and our own finishing crew boards, tapes, sands and paints the wall rather than leaving it for a separate trade to schedule.
